The popularization of power—meaning the genuine transfer and participation of people in the processes of decision-making, social management, and the consolidation of political structures—constitutes one of the fundamental principles for the realization of the New Islamic Civilization. This concept, extending beyond a mere socio-political mechanism, represents a moral and civilizational value that strengthens the foundations of the Islamic society in the direction of justice, cohesion, and progress.The Holy Qur’an, by emphasizing the existential dimensions of the human being, provides a theoretical and ethical framework for the popularization of power. Adopting an explanatory-analytical approach, this paper examines the Qur’anic concept of popularizing power from three perspectives—cognitive, attitudinal, and behavioral—and explores its relationship with the realization of the New Islamic Civilization.Findings reveal that the popularization of power, through the identification of twelve Qur’anic components, not only fosters deep political participation but also paves the way for comprehensive justice, the enhancement of social capital, and the strengthening of national cohesion within the Islamic society. Based on Qur’anic teachings, this research proposes a conceptual model that elucidates the key dimensions and components of power popularization, portraying its role as a strategic axis in the structure of the New Islamic Civilization. Such an approach, in addition to its theoretical richness, provides the practical capacity to operationalize this idea across cultural, social, and political arenas.
