This article analyzes and explains the theory of “the mutual recognition of civilizations” (ta’arif al-hazaarat) as a “Quranic third way” in the thought of Zaki Milad, a contemporary Saudi thinker. In a context where the post-Cold War international relations environment was influenced by the theoretical dualism of “the clash of civilizations” (Huntington) and “the dialogue of civilizations” (Garuday), Milad presented an alternative and Quranic-based theory by returning to authentic Islamic sources. The main axis of this theory is a deep interpretation of verse 13 of Surah Al-Hujurat, which Milad calls the “verse of introduction.” According to his analysis, the Quran, by emphasizing “unity in human nature” (khalknakaam min dhikr wa anthi) and recognizing “diversity in social structure” (ja’alnakaam sh’uba’ wa qabib), considers the goal of this diversity not to be conflict or even just dialogue, but “ta’arif” (to get to know each other), meaning deep and comprehensive mutual recognition. This article shows that from Milad's perspective, "acquaintance" is a founding principle that precedes dialogue, which, by creating grounds for mutual recognition, can provide a framework for constructive cooperation and actively prevent clashes. Finally, by invalidating material and racial superiority criteria, this theory introduces "piety" (in akramkam indallah itqam) as the criterion for the dignity and valuation of civilizations, thus returning ethics and values to the center of international relations.
