In the intellectual and civilizational system of the martyr Ayatollah Khamenei, the narrative of “Knowledge is the Sultan” has become more than a moral proposition, but a fundamental theory about the relationship between knowledge and power in modern Islamic civilization. However, how to reinterpret this classical narrative in his thought and deduce its objective requirements for the science-based progress model has not been systematically explained so far. This article is written based on a three-layer theoretical framework (text analysis, conceptual system delineation, derivation of model requirements); a framework that acts as a method in this research and organizes the data obtained from examining his statements between 1385 and 1403. The findings show that in the first layer, the martyr Ayatollah Khamenei defines science as a soft power that creates infrastructure and is the source of independence, security, and national dignity. In the second layer, the science-power system is placed in an interconnected network of the concepts of scientific jihad, anti-arrogance, self-confidence, and scientific authority, in which science is introduced as the arena of civilizational jihad. In the third layer, five categories of model requirements were derived: science governance requirements (designing a scientific engineering map based on civilizational priorities), educational-training requirements (transition from memory-centered to problem-centered jihadi), economic requirements (expanding the knowledge-based economy to break technological monopolies), cultural-psychological requirements (institutionalizing scientific courage and self-confidence), and international requirements (scientific diplomacy to achieve global authority).
