This study investigates the relationship between social change and political stability within Ayatollah Khamenei’s intellectual framework. While this relationship may initially appear as a conflicting duality, his thought simultaneously emphasizes the necessity of social dynamism and the preservation of state authority. Employing a descriptive-analytical design and qualitative content analysis, the research examines his speeches, writings, and books. The theoretical framework integrates political sociology models of stability (Huntington) with the concept of the “Islamic Civilization” in the Leader’s vision. Findings suggest that political stability is not static but constitutes an “active and dynamic stability,” serving as a vital infrastructure for guiding social changes toward the ultimate goal of the Islamic Civilization. Core elements of stability, such as public insight and faith, function as soft power forces that absorb and channel the energy of social transformations toward societal ideals. The study concludes that the relationship between change and stability is instrumental rather than conflictual, with stability being a prerequisite for continuous and guided social transformation.
