Abstract
The ideal system and perspective of the novel world civilization considered by Ayatollah Khamenei in international relations can be divided in two stages: The first stage is the formation of a desirable world order via international integration and the establishment of a global society in which its citizens can live in the shadow of justice and security as much as possible. Ayatollah Khamenei refers to interaction and integration with other countries and the global society as one of the principles of diplomacy of the Islamic Republic, especially in the second step of the revolution. However, their convergence in the global society, from his viewpoint, is achieved when human beings live together in a just conciliation. In the second stage, the desired world order is achieved through the formation of a novel Islamic civilization and the establishment of the global government of justice of the Mahdi (aj). This stage is the formation of a single global government and the realization of a long-standing human desire for evolution and progress along with the expansion of human justice, spirituality and dignity. The reflection of this great ideal can be sought in various forms across all divine religions and Islamic schools of thought. The result of the movement of the world towards the good of human beings will be the formation of a united, advanced and civilized world with the establishment of the state of truth, a government that will eventually be realized by laying the groundwork despite opposition from the arrogant powers of the world
