The “Ummi Generation” in the New Islamic Civilization

This article addresses the question of the position of the masses in the architecture of the New Islamic Civilization by reexamining the role of the “Ummi generation.” Moving beyond the conventional understanding of ummi as mere illiteracy, the study reconceptualizes it as a symbol of non-textual knowledge and agency rooted in the innate purity of human nature. By proposing an analytical model, the article argues that the divine fitrah (primordial human disposition), as a driving force, activates the civilizational capacity of this generation along two distinct trajectories. The first is the path of individual “practical wisdom,” in which sincerity and self-purification culminate in intuitive knowledge and moral influence within society. The second is the path of “collective action,” wherein the sound disposition of the masses, in conjunction with divinely guided leadership, gives rise to public insight and history-shaping movements, such as the Islamic Revolution. The principal finding of the research is that the Ummi generation, by virtue of its rootedness in the fitrah, is not a marginal element but rather the very “foundation” and “principle” of the New Islamic Civilization. Recognizing this position is an indispensable prerequisite for the realization of an authentic and people-centered civilization.

Discursive Exploration of Shahid Ayatollah Khamenei’s Statements on the Twelve‑Day Imposed War of the Zionist Regime within the Horizon of the Islamic New Civilization

The twelve‑day war of the Zionist regime against the Islamic Republic of Iran provided a context for examining the depth of the strategic discourse of Martyr Ayatollah Khamenei. The statements of the martyred Leader of the Islamic Revolution during this sensitive period, beyond immediate political reactions, constitute a multilayered discursive system that can be analyzed across security, cultural, identity‑based, and civilizational dimensions. Despite the strategic importance of this period, systematic analysis of the Leader’s speech acts and the extraction of their central themes have remained limited in the research literature. The aim of this study is to identify and explain the themes of the Leader’s discourse in confronting the twelve‑day war and to examine its relation to the horizon of the Islamic New Civilization. The research adopts a qualitative–applied approach based on textual content analysis. The official texts of the statements of Martyr Ayatollah Khamenei were analyzed through a three‑stage coding process (open, axial, and selective coding). Data were collected through purposive sampling. The analysis of the data led to the extraction of 31 main categories, organized into 11 overarching themes: representation of security threats and opportunities; consolidation of national‑religious identity; articulation of strategies of resistance and deterrence; management of public opinion; utilization of cultural and media tools; resistance against psychological warfare and distortion; strengthening of internal cohesion; preservation of the heritage of values; enhancement of regional power; promotion of courage and the culture of sacrifice; and demonstration of crisis‑management capability. The findings indicate that the Leader’s speech acts play a strategic role in consolidating the discourse of resistance, guiding the cultural orientation of society, and strengthening national resilience. This discourse provides a theoretical and practical framework for linking foreign policy with the project of the Islamic New Civilization and can serve as a basis for cultural, educational, and security policymaking.

The Relationship between Ideology and Civilization-Building with an Emphasis on the Role of Velayat-e Faqih (A Case Study of the Islamic Revolution Process)

Ideology is a crucial component in civilization-building, as it constitutes a fundamental pillar of its emergence and continuity. This study has been developed with the aim of examining the relationship between ideology and civilization-building, with specific attention to the variable of Velayat-e Faqih (Guardianship of the Jurist). In other words, it seeks to analyze the role of Velayat-e Faqih within a civilization-building ideology in order to determine how the jurist-ruler contributes to the formation, stability, and dynamism of an ideology directed toward civilizational development. Accordingly, by conducting a case analysis of the Islamic Revolution under the leadership of the Vali-ye Faqih, this issue is investigated. The analysis of data from the experience of the Islamic Revolution and the Islamic Republic of Iran indicates that the Vali-ye Faqih plays a formative, stabilizing, and mobilizing role in the ideological component, which in turn can provide the foundation for the emergence of a new Islamic civilization.

Analyzing the Function of Popularizing Power in Realizing the Modern Islamic Civilization From the Perspective of the Holy Quran

The popularization of power—meaning the genuine transfer and participation of people in the processes of decision-making, social management, and the consolidation of political structures—constitutes one of the fundamental principles for the realization of the New Islamic Civilization. This concept, extending beyond a mere socio-political mechanism, represents a moral and civilizational value that strengthens the foundations of the Islamic society in the direction of justice, cohesion, and progress. The Holy Qur’an, by emphasizing the existential dimensions of the human being, provides a theoretical and ethical framework for the popularization of power. Adopting an explanatory-analytical approach, this paper examines the Qur’anic concept of popularizing power from three perspectives—cognitive, attitudinal, and behavioral—and explores its relationship with the realization of the New Islamic Civilization.Findings reveal that the popularization of power, through the identification of twelve Qur’anic components, not only fosters deep political participation but also paves the way for comprehensive justice, the enhancement of social capital, and the strengthening of national cohesion within the Islamic society. Based on Qur’anic teachings, this research proposes a conceptual model that elucidates the key dimensions and components of power popularization, portraying its role as a strategic axis in the structure of the New Islamic Civilization. Such an approach, in addition to its theoretical richness, provides the practical capacity to operationalize this idea across cultural, social, and political arenas.

Analysis of the indicators of modern Islamic civilization in the thought of Shahid Imam Khamenei with emphasis on verses

The formation of civilization in the early period of Islam and its continuation in the contemporary era have fundamentally been grounded in prophethood, imamate, and guardianship (wilayah). One of the key issues in the discourse of the New Islamic Civilization is its “indicators,” which in recent years have received particular attention from Shahid Ayatollah Khamenei (ra). This study examines and analyzes the indicators for the realization of the New Islamic Civilization in the thought of Ayatollah Khamenei and extracts the relevant Qur’anic statements and foundations associated with them. The research employs a content analysis method of his speeches and statements. The findings indicate that Ayatollah Khamenei’s statements are deeply and comprehensively grounded in Qur’anic evidence and are oriented toward social and civilizational issues. The study introduces a model in which eleven principal indicators of the New Islamic Civilization in the thought of the Leader of the Islamic Revolution are identified. For each indicator, three relevant statements and three related Qur’anic verses are presented, and four analytical manifestations are extracted. In total, the model includes sixty-six analytical propositions and examples. The indicators of the New Islamic Civilization in Ayatollah Khamenei’s thought include: faith, the foundational role of the Qur’an, rationality, knowledge, struggle (jihad), religious democracy, public welfare and prosperity, justice, and adherence to the principles of Islamic economics.

Ethical Principles of Policy-making in Industry Based on Islamic Ethics

The philosophical foundations of the fields of technology and industry indicate that policymaking concerning industry cannot be comprehensively and satisfactorily formulated merely by relying on technical‑engineering and operational‑executive considerations without due attention to fundamental philosophical, ethical, cultural, and social discussions. Given axiological foundations, and since human beings constitute an inseparable component of the industrial system, it is necessary that Islamic teachings and criteria be taken into consideration in the formulation of industrial policy documents. In this article, using a descriptive–analytical method and based on materials obtained from library sources, the ethical issues related to the field of industry are extracted and identified under eleven headings. These include: environmental and natural resource considerations; rejection of consumerism and wastefulness; justice; combating monopolistic tendencies; productive utilization of people’s assets; preservation of the social and economic dignity and status of workers; empowerment of the oppressed to become productive; and combating hoarding.

The Role of the Clergy in the New Islamic Civilization: Resolving the Tension Between Religious Mission and Governmental Participation Within the Framework of the Thought of the Leaders of the Islamic Revolution

The New Islamic Civilization, as the ultimate ideal of the Islamic Revolution, cannot be realized without the systematic and purposeful presence of the clergy within the structure of governance. The central problem of this research is to explain an operational model for the participation of clerics in government in a way that resolves the apparent tension between their intrinsic religious mission (guidance, education, and scholarly authority) and governmental responsibilities (execution, supervision, and policymaking). Using a descriptive–analytical method and drawing on jurisprudential and hadith sources, the conduct of the Infallibles (peace be upon them), and the thought of the Two Leaders of the Islamic Revolution, this article addresses the question of how seminary-educated scholars can participate in the structure of governance without weakening their religious mission. The findings indicate that restricting the duties of the clergy solely to religious guidance is inconsistent with rational foundations, Qur’anic verses, narrations (including the Noble Tawqi‘, the hadith of the Prophet’s successors, and the Sermon of Shaqshaqiyyah), and the conduct of the Infallibles (peace be upon them). The evolution of Imam Khomeini’s (may God have mercy on him) view—from initial caution toward direct involvement to the necessity of essential presence—and the emphasis of the Supreme Leader (may his sanctity endure) on active yet limited participation indicate that there is no inherent contradiction and that governmental participation is necessary, provided that executive involvement remains temporary and based on necessity. The result of the research is a three‑layer model consisting of “strategic–permanent”, “supervisory–guiding”, and “executive–temporary” roles, which resolves the perceived tension and ensures the central role of the clergy in the realization of the New Islamic Civilization..

Key Indicators of Jihadi Management Driving the Discourse of the Islamic Revolution: A Qualitative Study

In a context where contemporary societies face diverse issues and transformations across multiple domains, the significance of management as a key driver of progress and development is felt more than ever. In this regard, Jihadi Management, as an Iranian‑Islamic model, can serve as a guarantee for advancement and development grounded in the ideals of the Islamic Revolution. Accordingly, the present study aims to identify the most important and fundamental indicators of Jihadi Management as a driving force behind the civilizational discourse of the Islamic Revolution. The research was conducted through a qualitative approach using in‑depth interviews with experts. Based on the findings, the core indicators of Jihadi Management that propel the civilizational discourse of the Islamic Revolution include ethical orientation, community‑centeredness, Islamic orientation, and revolutionary orientation. The ethical dimension emphasizes value‑orientation, pursuit of justice, and legal‑ethical conduct. The community‑centered dimension highlights public service, accountability, participatory capacity, and knowledge‑based orientation. In the Islamic dimension, Jihadi Management must, through a God‑centered perspective, reliance on divine guidance, and adherence to leadership, facilitate the path toward progress and the formation of a new Islamic civilization. In the revolutionary dimension, Jihadi Management—through a committed and purpose‑driven revolutionary approach—fulfills the ideals of the Islamic Revolution across five components: youth‑orientation through mobilizing creative and revolutionary forces; resilience in confronting challenges based on authentic values; self‑sacrifice by prioritizing collective interests; revolutionary spirit characterized by conscious resistance to domination and steadfast perseverance; and courage in undertaking critical responsibilities. This management style, which integrates Jihadi pragmatism with adherence to Islamic principles, mobilizes committed human capital and paves the way for the realization of a new Islamic civilization and the comprehensive advancement of the system.

• Elucidating the Second Step Statement of the Islamic Revolution Based on Spragens' Model

The Second Step Statement of the Islamic Revolution, acting as a strategic and civilization-building document, outlines the future path of the Islamic Republic of Iran. However, the analysis of its internal structure and governing logic has received limited scholarly attention. This research aims to explore the logical structure of the Statement based on Thomas Spragens' "Crisis Theory" framework. Within this framework, the Statement's text was examined according to the four stages of Spragens' model: observing the crisis, explaining its causes, envisioning the desired state, and providing solutions. The findings indicate that the Statement coherently addresses the main challenges facing the Islamic Republic, including the gap between ideals and realities, the media crisis, scientific backwardness, economic disarray, cultural infiltration, and the creation of despair among the youth. It analyzes the historical, structural, and cultural roots of these crises. Moreover, it presents a vision of a desired society based on independence, social justice, scientific progress, spirituality, cultural authority, and religious democracy. By emphasizing the role of youth, utilizing domestic capabilities, and proposing practical strategies such as scientific development, a resilient economy, and the promotion of ethics and spirituality, it elucidates the path towards realizing a new Islamic civilization. The research results demonstrate that the Second Step Statement of the Islamic Revolution aligns perfectly with Spragens' theoretical model. Therefore, it can be used as a theoretical framework for macro policymaking, institutional transformation, and future research towards sustainable development and the civilizational advancement of Iran.

Meta-Analysis of the Theory of Movement Civilization Making (The Process of Islamic Civilization-Building Based on the Islamic Movement and Islamic Resistance Approach)

The purpose of this study is to examine and formulate the theory of civilization-building through Islamic movements, based on the author’s research. Religion, Islamic ideology, and Islamic governance are viewed as inherently civilization-building entities. Contemporary Islamic movements and resistance efforts play a foundational role in laying the groundwork for a new Islamic civilization. This research aims to review relevant literature, extract and apply historical experiences, and integrate them to propose strategies and actionable measures for theorizing movement-based civilization-building. In its qualitative phase, the study employs a meta-synthesis method, offering a comprehensive research approach for systematically reviewing and reassessing existing literature to uncover new relationships. This method facilitates the synthesis of qualitative data. The core objective of this research is the systematic development and design of a “Movement-Based Civilization-Building Theory.” The main research question is: What are the most influential factors in movement-based civilization-building? The corpus under study comprises 20 scholarly articles authored by the researcher, published between 2015 and 2025 on related topics. The findings were evaluated and analyzed across three fundamental dimensions—pertaining to the essence (what), the causes (why), and the mechanisms (how)—to inform policy formulation and strategic development. The conceptual framework and principal components of the theory include: Movement-based thought and intellectualism The movement-minded individual Movement-oriented diplomacy Patience, perseverance, and Islamic resistance Grassroots, people-based revolutionary mobilization Movement-centric education and training Movement leadership The results indicate that movement-based activities and strategic advisory services have a significant and accelerative impact on civilization-building. Consequently, the concept of movement-based civilization-building can be coherently proposed, presented, and implemented as a formal theory.

Imam Musa Sadr's Civilizational Thought

In the contemporary historical context—where modern Western civilization seeks, increasingly, to consolidate its dominance over the Islamic world—the nature and the means by which a new Islamic civilization can be realized constitute among the fundamental issues that Islamic thinkers must address with logical and realistic answers. During his twenty-year presence in Lebanon, Imam Musa Sadr, the leader of Shi‘a Muslims in that country, presented a successful model of Islamic civilization in both thought and practice. This article analyzes Imam Musa Sadr’s civilizational thinking through a descriptive–analytical method and identifies the characteristics of his civilizational ideas. These include: (a) religion-centeredness, meaning the comprehensive presence of Islam—juridically, ethically, and intellectually—in the process of civilizational building; (b) humanity and the preservation of human dignity as the criterion of civilizational progress; (c) pluralism alongside unity, meaning the acceptance of diverse ideas, sects, and denominations within society while maintaining the principles of social cohesion; and (d) anti-imperialism, meaning the rejection of the oppressive dominance of Western civilization—and particularly of the Zionist regime—as both a product and a symbol of Western civilization.

Minimalist Reading in the Secularization of the Sciences of the Qur’an and Hadith and Its Civilizational Consequences in Society

This research aims to explain the impact of the minimalist reading on the secularization of the sciences of the Qur’an and Hadith and its civilizational consequences. The research method is descriptive-analytical based on the analysis of primary religious texts and sociological sources. The findings indicate that the minimalist reading, relying on the modernization of societies, has led to the reduction of the social role of the field of sciences of the Qur’an and Hadith. On the other hand, confronting the process of secularization exposes this field to the risk of methodological reductionism. In contrast, creative secularization is proposed as an alternative strategy. The results of the research suggest that overcoming the current impasse requires adopting a minimalist approach that includes a methodological re-reading of the values embedded in modern methodology. This approach, by integrating three concepts purification as the ethical foundation, brotherhood as the framework for social cohesion, and contract as the equivalent of the legal structure and civilizational governance forms interconnected pillars upon which social cohesion in civilization is based. This path not only does not conflict with modernity but also offers a model of constructive interaction between religion and the new civilization.

The Necessities of Civilizational Activism with Emphasis on Shahid Ayatollah Khamenei's Statements

One of the requirements of the new Islamic civilization is civilizational activism and the proportionality of individual and social behaviors with it. Alignment of individual and social behaviors with Islamic and civilizational rules is a necessity, and practical commitment to it is considered a big step towards the formation of a new Islamic civilization. On this basis, the present study, using a descriptive-analytical method, explores the behavioral requirements in the four pillars of civilization - political, economic, cultural and social. The results of the study show that in the political sphere, "establishing Islamic laws", "creating security" and "creating justice" are three important tasks of governance, while "supporting the Islamic system", "obeying Islamic laws" and "supervision and demanding" are three important tasks of the people. In the economic sphere, behavioral actions must be aligned with the three macro-axis of "work and effort", "economic patience and perseverance" and "avoiding economic corruption". "Religious and spiritual commitment", "adherence to moral principles", "scientism" and "Islamic-Iranian lifestyle" are also four basic categories that must be considered in the cultural system. "National unity and Islamic cohesion", "sacrificing interaction" and "responsibility" are also three general axes in the social sphere, the adherence of the members of the Islamic society to which will pave the way for the establishment of a new Islamic civilization to a great extent.

Reconceptualization of Modern Islamic Civilization in the Statement of Shahid Ayatollah Khamenei: A Behavioral Model

The aim of this research is to analyze and explain the statements of the shahid Ayatollah Khamenei regarding the modern Islamic civilization as a behavioral system and to explain its role in creating an independent, resilient, and justice-oriented society. The present research design is a qualitative-applied study based on textual content analysis, which was conducted by three-stage coding (open, axial, selective) on the official texts of the shahid Ayatollah Khamenei. Data collection was carried out through purposive sampling. In order to verify the validity of the research data, concepts such as credibility, defensibleness, and trustworthiness were used. The findings showed that the context of modern Islamic civilization as a behavioral system can be explained in the form of three second-level organizing themes including conceptual, structural, and functional dimensions; 10 first-level organizing themes; and 36 basic themes. In the conceptual dimension, understanding the meaning, purpose, necessity, and strategies of the modern Islamic civilization was developed. In the structural dimension, components such as strategic orientations, organizational design, and cultural context of the modern Islamic civilization were considered. In the functional dimension, indicators such as main and focal activities, preparatory measures, and functional considerations for the realization of the modern Islamic civilization were extracted. The results of this study can be used in the field of decision-making, cultural and social policy-making for related institutions, and the development and strengthening of educational, cultural, and executive infrastructures in line with the formation of a modern Islamic civilization.
