This concept, extending beyond a mere socio-political mechanism, represents a moral and civilizational value that strengthens the foundations of the Islamic society in the direction of justice, cohesion, and progress.The Holy Qur’an, by emphasizing the existential dimensions of the human being, provides a theoretical and ethical framework for the popularization of power. Adopting an explanatory-analytical approach, this paper examines the Qur’anic concept of popularizing power from three perspectives—cognitive, attitudinal, and behavioral—and explores its relationship with the realization of the New Islamic Civilization.Findings reveal that the popularization of power, through the identification of twelve Qur’anic components, not only fosters deep political participation but also paves the way for comprehensive justice, the enhancement of social capital, and the strengthening of national cohesion within the Islamic society. Based on Qur’anic teachings, this research proposes a conceptual model that elucidates the key dimensions and components of power popularization, portraying its role as a strategic axis in the structure of the New Islamic Civilization. Such an approach, in addition to its theoretical richness, provides the practical capacity to operationalize this idea across cultural, social, and political arenas. مردمی‌سازی قدرت، به معنای انتقال و مشارکت واقعی مردم در فرایند تصمیم‌سازی، مدیریت اجتماعی و تحکیم ساختار نظام سیاسی، از اصول بنیادین تحقق تمدن نوین اسلامی محسوب می‌شود. این مفهوم، فراتر از یک سازوکار سیاسی-اجتماعی، یک ارزش اخلاقی و تمدنی است که پایه‌های جامعه اسلامی را برای تحقق عدالت، و انسجام و پیشرفت بیشتر تقویت می‌کند. قرآن کریم با تأکید بر ساحت‌های وجودی انسان، چهارچوبی نظری و ارزشی برای مردمی‌سازی قدرت ارائه می‌دهد. این مقاله با رویکرد تبیینی-تحلیلی، به واکاوی مفهوم مردمی‌سازی قدرت از منظر قرآن کریم از سه منظر بینشی، گرایشی و کنشی پرداخته و ارتباط آن را با تحقق تمدن نوین اسلامی بررسی می‌کند. یافته‌های تحقیق نشان می‌دهد که مردمی‌سازی قدرت با احصای مؤلفه‌های دوازده‌گانه قرآنی، علاوه بر ایجاد مشارکت عمیق سیاسی، زمینه‌ساز تحقق عدالت فراگیر، افزایش سرمایه اجتماعی و تقویت انسجام ملی در جامعه اسلامی است. این پژوهش با ارائه مدل مفهومی مبتنی بر آموزه‌های قرآنی، ابعاد و مؤلفه‌های کلیدی مردمی‌سازی قدرت را تبیین کرده و نقش آن را به صورت محور راهبردی در ساختار تمدن نوین اسلامی ترسیم می‌کند. چنین رویکردی، علاوه بر غنای نظری، ظرفیت عملی‌سازی این ایده را در عرصه‌های فرهنگی، اجتماعی و سیاسی فراهم می‌آورد. https://sjs.isri.ac.ir/article_242192_1597ea5cba035f64b88b9d02d627df66.pdf
